The 1776 Action Plan:
Framework for Constitutional Revitalization
We are launching a transformative, multi-stage action plan - The 1776 Action Plan - designed to directly invoke the "consent of the governed" and revitalize citizen confidence in their government. This comprehensive effort begins with a rapid, focused period of organizational preparation and grassroots mobilization, leading to the democratic formation of a National Advisory Panel tasked with establishing the governing rules for a proposed Convention of the People. The core of our strategy centers on securing a supermajority "Vote of No Confidence" from the electorate, which will trigger the transparent, citizen-driven convention, culminating in the drafting of a new foundational document for final ratification by the people.
Our detailed action plan outlines the necessary phases, timelines, and strategic goals, milestones required to execute our mission, moving from initial preparation to the successful adoption and termination of the project.
Our Strategic Roadmap
Phase 1:
Preparation
The initial phase focuses on establishing the core infrastructure for communication, mobilization, and governance rule-setting.
Digital Infrastructure
Build a public-facing website to disseminate information, serve as a central hub, and direct volunteers to immediate action.
Governance Scaffold
Develop a foundational wiki intended to be used as a collaborative scaffold for the National Advisory Panel to build the definitive rules governing the proposed Convention of the People.
Grassroots Mobilization
Develop and implement a mobile software application for volunteers geared toward building and maintaining contact and progress within local communities.
Panel Convening
Begin the systematic outreach necessary to build and convene the National Advisory Panel.
Wiki Management
Set clear management procedures and protocols for the wiki site to ensure integrity and accessibility.
Phase 2:
National Advisory Panel
The purpose of this panel is to establish the guiding principles and procedures for the convention itself, ensuring legitimacy and broad representation.
Rules Development
Using input from as wide a cross-section of society as possible, the panel will build upon the framework of rules and procedures to govern the proposed convention, utilizing the wiki site as its primary scaffold.
Inclusion Plan
Construct a comprehensive plan to ensure the direct inclusion of the electorate in the convention, augmented by contributions from relevant experts and advisors to the body.
Phase 3:
National Information Action
This phase is dedicated to communication, widespread outreach, and securing the necessary logistics for the popular vote.
Messaging Strategy
Develop compelling messaging and outreach techniques to effectively communicate our purpose to the electorate, clearly articulating the benefits of pursuing this path.
Mass Mobilization
Manage an aggressive, nation-wide grassroots effort coupled with a heavy social media campaign to spread the word and educate the public.
Logistical Arrangements
Develop relationships and arrangements necessary to legally and logistically hold the national vote and the subsequent convention.
Phase 4:
Vote of No Confidence
This single day represents the pivotal moment of direct citizen action to enact the proposal.
Activation Threshold
The proposal will be enacted providing a total of 51% or more of registered voters vote “No Confidence” in the current government and simultaneously accept the predefined rules of the convention.
Voting Procedure
This national voting will take place in a manner similar to a general election.
Phase 5:
Convention
Following a successful vote, this phase focuses on the transparent drafting of the new foundational document.
Delegate Seating
Guided by the pre-established rules of the convention, delegates will be chosen and seated.
Document Completion
The convention agenda will be discharged, resulting in a completed foundational document provided for distribution and ratification.
Transparency Mandate
This convention must be entirely transparent and actively encourage interaction with the people it represents, thereby beginning the process of revitalizing citizen’s confidence that their government works for them.
Ratification Protocol
Develop the protocol and secure the necessary accommodations to facilitate the subsequent ratification vote.
Phase 6:
Ratification
This is the final seal of legitimacy applied by the people.
Adoption Threshold
Provided 60% or more of registered voters reply affirmatively, the document will be considered Ratified by the people in a direct invocation of the “The consent of the governed.”
Phase 7:
Transition
The final legal challenge to bridge the new document with the existing legal structure.
Legal Adoption
Due to the historical precedent of foundational documentation being adopted by states, the organization of a “States Convention” under Article V of the current Constitution is envisioned to adopt the new document.
28th Amendment Strategy
The current proposal is to draft a 28th Amendment that nullifies the original document and adopts the new one as ratified by the people. This will require significant organizational effort, but is achievable with supermajority support.
Phase 8:
Completion
Upon the successful completion of the mission, the organization will cease operations.
Mission Complete
Upon adoption, by the current government, of the document ratified by the people, the mission of the organization is complete and all activities will be terminated.
Financial Settlement
Any remaining assets will be provided to charity.
Historical Record
All records, documents, and proceedings will be provided to the Library of Congress for posterity.
